I have read the applicant's application dated 11 April 2024. I am not satisfied that the application is urgent. Nonetheless, leave is granted to the applicants to file a substantive motion for judicial review review reliefs in terms of prayers b(1),(2),(3) and (4) of the chamber summons. The prayer for leave to operate as stay is, however, declined but the applicants will be at liberty to apply for interim relief once the substantive motion has been filed. The motion shall be filed and served within 7 days of the date of this ruling. The respondents and interested parties response shall be filed and served within 7 days of the date of service of the applicants' motion. The motion shall be mentioned on 30 April 2024 for purposes of taking directions on the manner of its disposal. It is so ordered.
