Leave is granted to the applicant to file a substantive motion for judicial review reliefs in terms of prayer 2(a), (b) and (c) of the Chamber Summons. The substantive motion shall be filed and served within 21 days of the date of this order. The respondent and interested party are directed to file and serve their response to the substantive motion within seven days of the date of service of the application. The applicant will file and serve submissions in respect of the motion within 7 days of the date of service of the respondents'' and interested party''s responses.
