I have read the applicants' application dated 18 December 2024 filed under a certificate of urgency of even date. I am not satisfied that the application is urgent. Nonetheless, leave is granted for the applicants to file a substantive motion for judicial review reliefs in terms of prayer 2 of the chamber summons. The substantive motion shall be filed and served within 14 days of the date of this ruling. The respondents shall file and serve their response to the motion within 14 days of the date of service of the applicants' motion. Directions on the manner of disposal of the motion shall be taken on 3 February 2025. It is so ordered.
