I have read the applicants' application dated 19 December 2024 filed under a certificate of urgency of even date. I am not satisfied that the application is urgent. Nonetheless, leave is granted to the applicants to file a substantive motion for judicial review in terms of prayers 2, 3 and 4 of the summons. The substantive motion shall be filed and served within 14 days of the date of this ruling. The respondents shall file and serve their response within 14 days of the date of service of the substantive motion. Directions on the hearing of the motion shall be taken on 3 February 2025. It is so ordered.
