'I have read the applicant''s application dated November 6, 2025, filed under a certificate of urgency of even date. I''m not satisfied that the application is urgent. Nonetheless, leave is hereby granted to the applicant to file a substantive motion for the judicial review order of mandamus, more particularly, in terms of prayer (2) of the Chamber Summons. I direct that the substantive motion be filed and served within 14 days of the date of this order. The substantive motion shall be mentioned for directions on the manner of its disposal on 17 December 2025.
