' I have read the applicant''s application dated 4 September 2025 filed under a certificate of urgency of even date. I am not satisfied that the application is urgent. Nonetheless, leave is hereby granted for the applicant to file a substantive motion for judicial review for the Order of Mandamus directed at the County Executive Committee Member for Finance & Planning of the County Government of Mombasa, compelling him to exercise his powers under Section 21 of the Government Proceedings Act (“the Act”), and specifically to satisfy the certificates of order and costs against the Government amounting to KSHS. 19,026,720/=, in favour of the Applicant.
