I have read the applicant's application dated 18 December 2025, filed under a certificate of urgency of even date. I am not satisfied that the application is urgent. Nonetheless, leave is granted in terms of prayer 2(a) of the chambers summons for the applicant to file a substantive motion for the judicial review relief of certiorari. I direct that the substantive motion be filed and served within 21 days of the date of this order. The respondent is directed to file and serve the response to the application within 21 days of the date of service of the substantive motion. Parties are directed to file and exchange written submissions upon service of the response to the application, and thereafter, the matter shall be mentioned on 18 March 2026.
