I have read the applicant's application dated 24t June 2024 filed under a certificate of urgency of even date. By dint of section 175 (3) of the Public Procurement and Asset Disposal Act, 2015, I hereby certify the application urgent. Leave is granted in terms of prayers 2(a), (b), (c), (d) and (e) of the chamber summons. I direct that the main motion be filed and served within 3 days of the date of this ruling. The respondents and interested party shall file and serve their response to the application within 3 days of the date of service of the main motion. The motion shall be disposed of by way of written submissions and to this extent:
