I am not satisfied that the application is urgent; nonetheless, leave for the applicant to file a substantive motion for the order of mandamus in terms of prayer 2 of the chamber summons is granted. I direct that the main motion be filed and served within 14 days of the date of this ruling. The response to the motion shall be filed and served within 14 days of the date of service of the substantive motion. Directions on the manner of disposal of the suit shall be given on 20 January 2024. It is so ordered.
