I have read the applicants' application dated 8 July 2024 filed under a certificate of urgency of even date. Based on the material placed before court, I hereby certify the application urgent. I am also satisfied that the applicants merit leave to file a substantive motion for judicial review reliefs. Leave is thus granted in terms of prayers 2 (a), (b) and (c) of the chamber summons. The prayer for leave to operate as stay of the impugned Gazette notice is, however, declined. The applicants are, nonetheless, at liberty to seek interim relief once the substantive motion has been filed and served. In order to expedite the hearing and disposal of the substantive motion I hereby direct as follows:
1. The substantive motion shall be filed and served within 7 days of the date of this ruling.
2. The respondents are directed to file and serve their response to the motion within 7 days of the date of service of the applicant's motion.
3. Directions on the hearing of the motion shall be taken on 22 July 2024.
