I have read the applicant's application dated 25 July 2024 filed together with a certificate of urgency of even date. The application is hereby certified urgent. Leave is granted for the applicant to file a substantive motion for judicial review reliefs in terms of prayers B, C, D and E of the chamber summons. I direct the substantive motion be filed and served within 7 days of the date of this ruling. The respondents shall file and serve their response to the motion within 7 days of the date of service of the applicant's motion. Directions on the hearing and disposal of the motion are as follows:
1. The application shall be disposed of by way of written submissions and in this regard;
(a). The applicant's submissions shall be filed and served within 7 days of the date of service of the respondent's response.
(b) the respondent's submissions shall be filed and served within 7 days of the date of service of the applicant's submissions.
2. In view of the impending August court recess, highlighting of submissions shall be in the new term, more particularly on 24 September 2024.
