I have considered the application dated 18 September 2023 filed under a certificate of urgency of even date. I am not satisfied that there are reasons to certify the application urgent. Nonetheless, the application is allowed and leave is granted in terms of prayer 2. The main motion to be filed and served within 7 days of the date of this order.
