I have read the applicant's application dated 4 July 2024 filed under a certificate of urgency of even date. Although filed together with the application is a notice to the registrar that the applicant intends to file an application for leave, there is no application for leave before court. The application that has been filed seeks, instead, substantive orders. In the circumstances, I decline to certify the application urgent and direct that the same be served for hearing inter partes on 24 July 2024. It is so ordered.
