I have read the applicant's application dated 25 January 2023 together with the certificate of urgency of even date. I am not satisfied that the application is urgent. However, leave is granted for the applicant to file the application for judicial review order of mandamus against the respondents. I direct the application to be filed and served within seven days of the date of this ruling. The suit shall be mentioned on 13 March 2023 for directions on its disposal. It is so ordered.
