I am not satisfied that the application is urgent. Nonetheless, leave is granted to file a substantive motion for judicial review orders in terms of prayers (a) and(b) of the summons. The prayer for leave to operate as stay is declined. I direct that the main motion be filed and served within 7 days of the date of this ruling. The respondent and interested parties shall file and serve their response within 7 days of the date of service of the applicant's application. The motion shall be mentioned on 29 April 2024 for purposes of taking directions on the model of its disposal. It is so ordered.
