I have read the applicant's application dated 22 April 2026, filed under a certificate of urgency of even date. The application is certified urgent and leave is granted for the applicant to file a substantive motion for judicial review reliefs in terms of prayers 2 (a) and (b) in the chamber summons. The applicant is directed to file and serve the substantive motion within 7 days of the date of this order. The respondents will file and serve their response to the motion within 7 days of the date of service of the applicant's motion. Meanwhile, leave to file the substantive suit shall operate as a stay of prosecution of the applicant, more particularly in terms of prayer 3 of the chamber summons, pending the hearing and determination of the substantive motion or until further orders of this Honourable Court.
