I have considered the applicant's chamber summons dated 7 August 2023 for leave to file a substantive motion for judicial review orders. I have also considered the reasons given in the certificate of urgency for certification of the summons as urgent. I am satisfied that the application is urgent and it is so certified. Leave is granted in terms of prayers 2 and 3 of the chamber summons. Leave will not, however, operate as stay. I direct that the substantive motion be filed and served within 7 days of the date of this order. The respondents and interested parties shall file and serve their response within 7 days of the date of service of the applicant's motion. The suit shall be mentioned on 9 October 2023 for purposes of taking directions on the manner of its disposal or for the making such further orders as may be appropriate. It is so ordered.
