I have considered the application dated 16 December 2022 filed under a certificate of urgency of even date. I am not satisfied that the application is urgent. Leave is, however, granted in terms of prayers (b) and (c) of the Chamber Summons. The main motion to be filed and served within 14 days from the date of this ruling. The respondents to file and serve their response within 14 days of the date of service of the applicant's application. The prayer for leave to operate as stay is declined. The application shall be mentioned in the new term on 6 February 2023 for directions on its disposal. It is so ordered.
