I have considered the application dated 18 September 2023 filed under certificate of urgency of even date. I do not find any reason for certification of the application as urgent. Nonetheless, the application is allowed to the extent that leave is granted in terms of prayer 2 of the chamber summons. I direct that the main motion be filed and served within 7 days of the date of this ruling. The respondents are directed to file and serve their response within 7 days of the date of service of the applicant's motion. The application shall be mentioned on 23 October 2023 for purposes of taking directions on the mode of its disposal. It is so ordered
