I have read the applicant\'s two applications both dated 30 August 2024 and in which one seeks that the other be admitted for hearing during this Honourable Court\'s recess. I am not satisfied that the application for leave to file a substantive motion for judicial review is urgent as to be admitted for hearing during the recess. Nonetheless, leave is granted for the applicant to file a substantive motion for the judicial review order of mandamus in terms of prayer 2 of the chamber summons. I direct that the substantive motion be filed and served within 7days of the date of this ruling. The respondent shall file and serve its response to the motion within 7 days of the date of service of the applicant\'s motion. The suit shall be mentioned on 22 October 2024 for purposes of taking directions on the manner of its hearing. It is so ordered.
