I have read the applicant's application dated 26 May 2024 filed under a certificate of urgency of even date. I am not satisfied that the application is urgent. Nonetheless, leave is granted for the applicants to seek judicial review reliefs in terms of prayers 2(i) and (ii) of the chamber summons. The prayer for leave to operate as stay is, however,  declined. I direct that the main motion be filed and served within 14 days of the date of this ruling. The respondents and interested parties are directed to file and serve their response within 14 days of the date of service of the main motion. The directions on the hearing of the motion shall be given on 19 June 2024. It is so ordered.
