Leave is granted in terms of prayers 2 and 3. The prayer for leave to operate as stay is declined but the applicant is at liberty to seek interim order(s) once the substantive motion has been filed and served. The applicant is directed to file and serve the motion within seven days of the date of this ruling. The respondents shall file and serve their response within seven days of the date of service of the applicant's motion.
