I have read the application  dated 19 September 2023 filed under a certificate of urgency of even date. I am not satisfied that the application ought to be certified urgent for the reason that the continuous professional development policy complaint of and which is sought to be quashed was introduced  in 2022. And the decision sought to be enforced and for which the orders of mandamus are sought was made way back in April 2023. Nevertheless, I will allow the application and grant leave in terms of prayers 2, 3, 4, 5, 6, 7 and 8 of the chamber summons. The prayer for leave to operate as stay is declined. I direct  that the main motion be filed and served within 7 days of the date of this order. The respondents are directed to file their response to the main motion within 7 days of the date of service of the substantive motion. The substantive suit shall be mentioned on 25 October 2023 for purposes of taking directions on its disposal. It is so ordered.
