I have considered the applicant's application dated 2 May 2024 filed under a certificate of urgency of even date. I am satisfied that the application is urgent and it so certified. My attention has been drawn to prayer number 4 in the chamber summons which is to the effect that "4. This Honourable Court grant the applicant an exemption to challenge the 1st respondent's decision dated 12 April 2024 through the instant judicial review proceedings." The question of exemption has to be considered first before the court can consider whether to grant leave. For this reason, I direct that this application be served for hearing on this particular question on 13 May 2024. It is so ordered.
