The first application seeks the second application admitted and disposed of during this Honourable Court's Easter recess. The application is allowed and the second application certified urgent. Leave is granted in terms of prayer (b)(1) and (2) of the application for leave. Further, the grant of leave will operate as stay in terms of prayer (c) of the application. The substantive motion shall be filed and served within 7 days of the date of this ruling. The respondents shall file and serve their response within 7 days of the date of service of the applicant's motion. The matter shall be mentioned on  18 April 2024 for directions on the mode of its disposal. It is so ordered.
