I have read the applicants' application dated 23 August 2023 filed under a  certificate of urgency of even date. I am not satisfied that the application is urgent as to be admitted for disposal during this Honourable Court's recess. Nonetheless, the applicants are granted leave to file a motion for judicial review in terms of prayers 2 (a) and (b) of the the summons. The prayer for leave to operate as stay is declined. I direct that the substantive motion be filed and served within seven days of the date of this order. The respondents and the interested party to file and serve their response within seven days of the date of service of the applicants' motion. Mention on 2 October 2023 for directions on the disposal of the motion. It is so ordered.
