I have read the applicant's application dated 17 September 2026 filed under a certificate of urgency of even date. I am not satisfied that the application is urgent. Nonetheless, leave is granted to the applicant to file a substantive motion for judicial review reliefs. The application shall be filed and served within 14 days of the date of this order. The respondent and interested party shall file and serve their response to the application within 7 days of the date of service of the application. The prayer fro leave to operate as stay is declined considering that there is a consent order according to which the applicant committed to settle the decretal sum in default of which he was to be committed to civil jail. That order has not been set aside or varied.
