I have read the applicants'  application dated 19 April 2024 filed under a certificate of urgency of even date. I am not satisfied that the application is urgent. Leave is, however, granted for the applicants to file a substantive motion for judicial review order of certiorari in terms of prayer 2 of the chamber summons. I direct that the application be filed and served within 7 days of the date of this order and that the respondents and interested parties file their responses to the motion within 7 days of the date of service of the substantive motion. The directions on the hearing of the motion shall be given on 22 May 2024. It is so ordered.
