It is not clear why the application dated 23 July 2023 is being filed under as a certificate of urgency more than six months down the line. Nonetheless, the applicant is allowed to the extent that leave to file the substantive motion for the order of judicial review in terms of prayer 2 of the chamber summons is granted. The motion to be filed and served within 7 days of the date hereof. The respondents will file and serve their response within 7 days of the date of service of the main motion. The application shall be heard on 8th of April 2024. It is so ordered.
