I have read the applicant's application dated 4 September 2023 filed under yet another application seeking to have the application for leave to file a substantive motion for judicial review orders disposed of during this Honorable Court's recess. By dint of section 175(3) of the Public Procurement and Asset Disposal Act, the application is certified urgent. For the same reason, leave is granted in terms of prayers 2, 3 and 4 of the chamber summons. The substantive motion to be filed and served within 3 days of the date of this ruling. The respondents to file and serve their response within 3 days of the date of service of the applicant's motion. The application shall be disposed of by way of written submissions and therefore:
