Meshack Lucas Nyari VS The Republic

I have carefully perused the lower court file , the presentence report.  The report says that the offender is a habitual thief and the community is still bitter and hostile towards him . I find that he is not fit for a non custodial sentence but a custodial sentence for his rehabilitation and security.
