' The applicants have filed a Misc Criminal Application within which they have presented a Notice of Motion dated 15th September 2025 seeking leave to institute judicial review proceedings for grant of the judicial review remedies of Certiorari, Mandamus and prohibition. Judicial review proceedings are by their very nature special proceedings which are governed by their own unique set of rules and procedures. They cannot be initiated through a criminal application like the one the applicant has filed in this case.
In my considered view, the application is incompetent and it is hereby struck out. This file is now marked as closed.
