I have read the applicants' application dated 15 January 2023 filed under a certificate of urgency of even date. I am no satisfied that there are reasons or sufficient reasons to certify the matter urgent. I direct that the application be served for hearing on the question whether  there is need to file a fresh suit in order to execute the orders granted in Constitutional Petition No. 311 of 2016 or whether execution or contempt proceedings ought to be taken in that previous suit. The application shall be heard inter partes on  27 March 2024. It is so ordered.
