'I have considered the application dated 6 October 2025 filed under a certificate of urgency of even date. The gazette notice sought to be challenged was published in July 2025. No reason has been given why it has taken the applicant more than two months to come to court to challenge the gazette notice. For this reason, I am not satisfied that the application is urgent. I direct that the application and the petition be served upon the respondents for mention for directions on 12 July 2025. It is so ordered. '
