I have considered the chamber summons filed herein. On the material before court, am persuaded that leave sought is merite. I grant leave in terms of prayers 1 and 2.
As to whether the said leave shall apply as a stay, the same is to be argued by the parties before court.
The substantive motion be filed in 21 days and served.
The applicant to file skeletal submissions on the question of stay within 10 days and serve. Respondent to file submissions within 10 days of service of rival submissions.
