'I have read the applicant''s application dated 22 September 2025, filed under a certificate of urgency of even date. Although the impugned ruling is said to have been exhibited on the affidavit in support of the application as "FON2", there is no such exhibit and thus the court is unable to appreciate the import of the ruling against which the applicant seeks to appeal. Secondly, it is not clear from the application whether an appeal against the ruling has been filed. In these circumstances, I am unable to certify the application as urgent. I direct that the same be served for mention for directions before Mutai, J. on 11 November 2025. It is so ordered.'
